In no other city in the world are as many languages spoken as in New York.
spokenがなぜas-asに入るのかが分からないのですが、教えて頂けますでしょうか。

難解な文ですね。
まず、「as ～ as …の間には、形容詞か副詞が入っていればよい」ということを覚えておいて下さい。
例えば
× He has books as many as I.
○ He has as many books as I.
つまり、many が入っていれば、後は何が入ってもいいということです。
次に、迷ったらいつももとの文にもどるということを頭に入れておいてください。
○ He has many books. がもとの文です。
× He has books many. は、おかしいでしょう？
だから as ～ as …の間に、many books を入れるわけです。
さて、質問文にもどります。
もとの文は
Many languages are spoken in any other city in the world.
「多くの言語が世界の他のどの都市でも話されている」
です。
これを打ち消します。
Not so many languages are spoken in any other city in the world.
「それほど多くの言語が世界の他のどの都市でも話されていない」
これを in New York と比べてみます。
ここで注意を要するのは、languages と New York を比べてはいけないということです。
in any other city in the world と in New York を比べるということです。
Not so many languages are spoken in any other city in the world as in New York.
「ニューヨークで話されているほど、世界の他のどの都市でもそれほど多くの言語が話されていない」
次に、not ～ any … = no … です。
例えば
I don’t have any money.=I have no money. ということです。
また not so ～ as … = not as ～ as …です。
これらを用いると先ほどの文は、
As many languages are spoken in no other city in the world as in New York. となります。
この文は不自然です。
なぜなら、as ～ as …の間に no が入っているからです。
not as ～ as … の語順が好まれるので
In no other city in the world are as many languages spoken as in New York.
となります。
否定語の no が文頭に来たため、are as many languages spoken と、倒置を起こしています。
その後の加筆
もう一つの考え方を書きます。
spoken を languages の後に置いて、後置の過去分詞と考えます。
過去分詞を名詞の前に置くと恒久的、後に置くと一時的な意味合いを持つというものです。
例の a used car「中古車」と a car used 「（今）使われている車」との違いですね。
many spoken languages 「多くの話し言葉」
many languages spoken 「多くの（今）話されている言葉」
Many languages spoken are in New York.
「多くの（今）話されている言葉がニューヨークにはある（存在する）」
Not as many languages spoken are in any other city in the world as in New York.
「他のいかなる都市もニューヨークほど話されている言葉は多くない」
not any = no なので、not ～ any を no にする。
As many languages spoken are in no other city in the world as in New York.
in no other country in the world を文頭に持ってくる。
否定語が文頭に来て、倒置を起こす。
In no other city in the world are as many languages spoken as in New York.
「世界の他のどの都市にも、ニューヨークに存在するほど、多くの話されている言葉は存在しない」
「ニューヨークほど世界の他のどの都市よりも多くの言葉が話されている都市はない」
結果的に同じ文になりますが、どちらが正しいのでしょうか？
