carry ～ to excess「～をやり過ぎる」の受身形。
「運動は、やりすぎると、害になるだろう」
接続詞の後の主語とbe動詞は、よく省略される。
it is の省略と考えることもできる。
しかし、意味を明確にするため、分詞構文で接続詞が残ったものと考えることも可能。
つまり、if を用いなくても文が成立する。

逆に if を残しても文は成立する。
